Vice President (Rtd) Maj. Jessica Alupo has launched two projects namely The Young Rural Entrepreneurs’ Initiative and the Village Agricultural Model (VAM) Initiative at regional level, aimed to address household poverty and steer Busoga into a modern and prosperous sub-region of Uganda in the next few years.
Among those who attended the launch at Majoga Primary School, Namayombe village in Namayingo district on August 9, 2024, were Prof. Li Xiaoyun, the lead chair professor of China Agricultural University, Dr. Xiao Liming the Vice President Tencent Holding Ltd, Members of Parliament, religious and local leaders.
In a speech read for her by Hajat Rukia Isanga Nakadama, the 3rd Deputy Prime Minister and Chairperson of the Busoga Consortium for Development (BCD) ministerial committee, Alupo noted that; “In his inaugural Cabinet address, president Yoweri Museveni gave guidance on strategising to tackle household food and income security as a means to steering the country out of poverty.”
She was glad to note, therefore, that the launch was a testament to the Basoga’s commitment to this vision, delivered through the Parish Development Model (PDM) program as the current National framework for implementation of interventions for wealth creation and employment generation at the Parish level.

“I would like to commend the BCD on identifying and fostering the establishment of strategic partnerships and networks in support of the great vision for the transformation of Busoga and Uganda at large. I am aware that these efforts have been greatly supported by H.E Zhang Lizhong the Chinese Ambassador to Uganda and H.E Antonio Querido as UN-FAO Country Representative to Uganda—Equally, in November 2023, we welcomed the China Agricultural University as key partners to the implementation of the two initiatives,” Alupo’s speech read, adding that a month back, they welcomed Liaoning Province and now Tencent Holdings Ltd led by H.E Dr. Xiao Liming as strategic partners in the transformation story of Busoga.
She commended His Royal Highness the Kyabazinga of Busoga, William Gabula Nadiope IV, Hon. Rebecca Kadaga, the patron of the BCD, the ministerial team and Busoga Inter-Religious Council for their continued efforts to consolidate cohesion and unity in the region.
Prof. Li Xiaoyun said his team were happy to share their experience in poverty eradication with the people of Busoga, with a focus on youth leadership and education.
Dr. Xiao Liming, explained that the Young Rural Entrepreneurs’ Initiative has been implemented in China and has so far helped 100,000 rural entrepreneurs, adding that he looks forward to seeing the poverty reduction results of the programme in Busoga.

Highlighting how the initiatives will work, Anthony Mulla, the Director General of BCD, said 12 model villages are going to be established across Busoga (one village per local government) and that the selected villages are to be holistically developed into flagship epicentres from where local economic transformation will emerge to spread across the entire local government like a wild fire leaving no one behind and ensuring that Busoga gets transformed.
Speaking on behalf of local leaders, Namayingo LC5 chairperson Ronald Sanya urged residents to embrace the two initiatives.
